LOS ANGELES ? Experts say two rocket launchers turned in during a one-day gun buyback program in Los Angeles appear to be antitank weapons from the military.

The LA Times reports one of the rocket launchers is likely a version of the AT4, a single-shot, disposable antitank weapon manufactured in Sweden.

Police said the people who turned them in claimed they had family members who were once in the military. Just the barrels of the weapons were turned in, without the projectiles.

Det. Gus Villanueva tells the Times police would check the origins of the weapons with the U.S. military to see if they were ever stolen. He says officers could not provide details on the models.

Wednesday?s buyback program brought in 2,037 firearms, including 901 handguns, 698 rifles, 363 shotguns and 75 assault weapons.

China dominates 2012 cybersecurity talking points

Asia-Pacific has seen its fair share of IT and online security incidents, from intellectual property theft and cyberespionage to hacktivism, this year. But not all were bad news though, as regional governments took steps to clamp down on online crime by implementing new regulations and setting up cybercrime units.

China, however, hogs the limelight when it comes to security matters in this region, for both good and bad reasons.

The positives this year for the Asian giant is the government's concerted efforts to eradicate software piracy, at least in the public sector, as it spent more than 1 billion yuan (US$156.9 million) buying licensed software for its various agencies. The amount was reportedly spent on 158,823 operating system licenses, 506,693 copies of office software, as well as antivirus and other special-purpose software by end of June.

The Business Software Alliance (BSA) also reported in May the proportion of China's PCs with pirated software fell to 77 percent in 2011--a new record low and a decrease of 15 percentage points from 2003's high of 92 percent.

China versus the world
The negatives, however, continue to dominate headlines. Chinese hackers, for one, have been actively breaching the Web sites and IT systems of other countries. The Indian navy was one victim of such attacks, with its computer systems in and around the city of Visakhaptnam breached and had a bug planted in them which then sent sensitive data to Internet Protocol (IP) addresses in China.

Iranian Offshore Oil Company, Iran's state-owned company, also pointed its finger at China and Israel for initiating a cyberattack on its drilling platforms' computer network. Mohammad Reza Golshani, IT head for the company, said the attempted attack created a one-way connection to the company's network but his team managed to fend off their advances.

International spats were also breeding ground for online dissent, as territorial disputes with Japan and the Philippines sparked off a spate of Web attacks.

The National Police Association of Japan confirmed that at least 19 of the country's Web sites, including a government ministry and hospital, were affected by cyberattacks originating from China. It also stated 300 Japanese organizations were listed as possible targets on the message of the Chinese hacker group Honker. Japan and China are currently disputing the ownership of certain islands in the East China Sea.

Hackers from China and Philippines also engaged in a cyberspace standoff in April. Chinese hackers reportedly defaced the Web site of the University of the Philippines by showing the map with Chinese script and highlighting the disputed islands in the South China Sea as the country's property.

Filipino hackers struck back the next day and defaced several Chinese Web sites and similarly proclaiming its sovereignty over the Huangyan and Nansha islands.

These inter-country hackings show how political disputes have spilled over to impact the cyberworld, Vincent Goh, Asia-Pacific vice president of RSA, the security arm of EMC, observed. "This unpredictability and vulnerability in our IT security landscape signifies that organizations in Asia-Pacific must learn to live in a state of compromise," he said.

Cyberespionage fears grow
This sense of wariness was compounded by more cyberespionage activities conducted globally, and epitomized by how Chinese telecom equipment makers Huawei Technology and ZTE have to constantly allay government concerns that their networking products are being used to help the Chinese government spy on others.

The U.S. government has been one of the more vocal critics of the two Chinese companies, going so much as to warn American companies not to do business with them. The European Union and Australia have also stated their concerns.

Beyond Huawei and ZTE, ESET security researchers also discovered a worm believed to have originated from China and targets and steals files running AutoCAD software. This led the security vendor to believe the malware was designed for cyberespionage purposes.

Samsung and LG were embroiled in a corporate espionage case too, with 11 Samsung employees arrested for stealing and leaking the company's organic light-emitting diode (OLED) patents to its rival.

Commenting on the region's espionage activities, Uri Rivner, head of new technologies at RSA, the security arm of EMC, said Asia-Pacific countries are increasingly moving industrial espionage activities online as more people in the region get on the Internet.

Governments fight back with cybercrime laws, agencies
Governments in Asia were not oblivious of the threat cyberattacks pose, though.

Singapore Deputy Prime Minister Teo Chee Hean, for one, warned that greater interconnectivity and access to technology will create a "new reality" in which the country will see more cyberattacks and social extremists.

Ministers in Thailand also said in November the government is ramping up efforts to improve its cybersecurity posture as the risk of being attacked is growing due to the wide use of social media and inadequate security systems.

Myla Pilao, director, of core technology at Trend Micro's TrendLabs, observed that Asia-Pacific countries do acknowledge the problem and have approved initiatives such as setting up of cybercrime units and revising their existing laws to reflect the changing security landscape.

Hong Kong was one that set up its cybersecurity center this year to prevent and detect computer crime by monitoring network traffic and assist critical infrastructure operators in the event of an online attack. The Philippines' National Bureau of Investigation also established a computer crime unit to aid investigators in determining attacks and to take action if citizens violate the country's Cybercrime Act.

The Interpol is also building its Interpol Global Complex in Singapore, which will be operational in 2014. The Complex will boost the city-state's efforts to curb high-tech crime, as well as serve the international community by investing in research and development to enhance areas such as forensics and data capabilities.

Laws need finetuning
Efforts to enact policies to curb cybercrime have not been as smooth-sailing for regional governments.

Philippines' Cybercrime Prevention Act, which was signed into effect by President Benigno Aquino III on Sep. 12, came under fire by many citizens due to its vague definition of online libel, violation of personal rights and tough legal penalties for online defamation. The country's Supreme Court has since suspended the Act for 120 days in October as it decides whether the law violates civil rights.

Singapore's Computer Misuse Act is also currently review after the Ministry of Home Affairs proposed amendments to give the government powers to order preemptive strikes against planned attacks against critical national infrastructure.

Questions have been raised, though, over who will foot the bill if companies have to spend more time and resources providing the information the government is asking for, and whether personal e-mail of senior military and government officials are fair game when investigating cyberattacks.

RSA's Goh warned it will not be easy for governments in Asia to craft the perfect cybercrime legislation since security monitoring and data privacy do not often see eye to eye. It gets even more complex when they have to factor in the different legislative landscape in other countries when a crime is conducted across different jurisdictions, he added.

Lebanon Cabinet approves first offshore oil, gas licensing round

CAIRO--Lebanon's cabinet has approved the country's first offshore oil and natural-gas licensing round, Al-Arabiya television reported Saturday.

The qualifying round for firms that want to participate in the licenses will start February 1, Minister of Social Affairs Wael Bou Faour said, according to the Dubai-based channel.

A list of qualified explorers will be issued March 21, and bids can be placed May 2, he said.

The firms will be allowed to do exploration works in waters close to Israel and Cyprus, he added.

Putin signs antiadoption law, throwing pending adoptions into confusion

The mood among workers in the almost 40 Russia-accredited adoption agencies, which?have survived repeated bouts of political tensions and ever-tightening regulations over the years,?was near despair Friday.

"We have two cases of adoption in court and we're just asking ourselves the same question, what will be next?" says Lyudmila Babich, of the Cold Spring, New York-based Happy Families Center.

"We have no text of this law, nor any explanations of what's supposed to happen now. So, we're waiting," she says.

Any hope that Mr. Putin might impose some restraint upon a measure that even members of his own cabinet have criticized?as possibly illegal and diplomatically disruptive were dashed Thursday when Putin explicitly endorsed the adoption ban and other tough measures against US citizens working in Russia in televised remarks.

"I see no reason not to sign the law," Putin said.

He added that he would also sign a presidential decree to improve procedures for adopting Russian orphans and abandoned children domestically, and also boost measures to help children with serious disabilities and health problems ? who were previously the major pool of orphans made available for foreign adoption.

About 1,000 Russian children were adopted by US families in 2011, down from the annual average of 3,000 or so in the past decade, and only a small portion of the 120,000 Russian children who are considered eligible for adoption. Under Russian law, a child can be offered to prospective foreign parents only after having been rejected three times by Russian families.

Framed as 'selling' children

Russian nationalists argue that it's a shame for Russian children to be "sold" abroad, and several of the lawmakers who championed the Dima Yakovlev bill argued they will sponsor further efforts to ease the plight of Russia's huge numbers of institutionalized children.

Putin lent his support to the harshest critics of international adoption Thursday, by casually likening Russian children taken into US families to economic refugees.

"There are probably many places in the world where living standards are higher than ours. So what, are we going to send all our children there?" Putin said with sarcasm. "Maybe we should move there ourselves?"?

And so another regular season comes to an end.

For some players, it is just a prelude to greater heights in the postseason. For others, it is one last chance to leave a good impression at the end of a disappointing season for the team. And for a final group, it won?t be anything but a chance to put on street clothes festooned with logos to watch a game from the sideline because of an injury.

This post is about that last group of players. The final injury reports for Week 17 are in and we?ve got a look at who?s been ruled out for Sunday and which players are still up in the air.

Buccaneers at Falcons

The Falcons will be without safety William Moore (hamstring) and cornerback Christopher Owens (hamstring) for their playoff tuneup. Wide receiver Roddy White (knee), defensive end Jonathan Babineaux and defensive tackle Corey Peters are all questionable. Guard Roger Allen is doubtful for Tampa with a groin injury.

Jets at Bills?

The Jets ruled out cornerback Aaron Berry (hamstring) for their finale. Tight end Dustin Keller (hamstring), quarterback Greg McElroy (concussion), linebacker Bryan Thomas (chest) and wide receiver Chaz Schilens (knee) are all doubtful. 17 other Jets are probable, while the organization?s future is questionable. Defensive end Mark Anderson?s disappointing first season with the Bills will end with him still benched by a knee injury.

Ravens at Bengals

Cornerbacks Jason Allen (hamstring) and Terence Newman (groin) are questionable for the Bengals. The Ravens have seven questionable players, including wide receiver Anquan Boldin and defensive tackle Haloti Ngata, and are expected to rest some starters ahead of the postseason.

Bears at Lions

Safety Chris Conte (knee) and linebacker Blake Costanzo (hamstring) are out for Chicago and linebacker Brian Urlacher (hamstring) is doubtful after returning to practice on Friday. Running back Matt Forte (ankle) is probable. The Lions won?t have defensive tackle Sammie Hill (toe) and they listed safety Louis Delmas (knee) and cornerback Chris Houston (hamstring/hip) as questionable.

Texans at Colts

Cornerback Alan Ball (foot) remains out for the Texans. Running back Arian Foster is probable after leaving last week?s game with an irregular heartbeat.?Running back Delone Carter (ankle), defensive tackle Antonio Johnson (ankle), defensive end Cory Redding (quad) and center Samson Satele (ankle) are all out for Indy.

Panthers at Saints

It feels like running back Jonathan Stewart has been questionable for the entire season with an ankle injury, so it is fitting that he?ll close out the year that way. A knee injury will keep Saints running back Pierre Thomas out of the lineup and a concussion will keep cornerback Jabari Greer out as well.

Eagles at Giants

If the Giants win on Sunday, they?ll likely do it without cornerback Prince Amukamara (hamstring), defensive tackle Chris Canty (knee) and cornerback Jayron Hosley (quad). The Giants are very thin at if neither Amukamara nor Hosley answers the bell. Safety Kenny Phillips (knee), wide receiver Hakeem Nicks (knee) and defensive end Justin Tuck (shoulder) are all questionable. Eagles defensive tackle Fletcher Cox (concussion) and linebacker Mychal Kendricks (concussion) will miss the final game of their rookie seasons.

Browns at Steelers

The Browns ruled out cornerback?Sheldon Brown (concussion/foot), tight end Jordan Cameron (concussion), quarterback Colt McCoy (shoulder), running back Trent Richardson (ankle) and quarterback Brandon Weeden (shoulder). Tackle?Mike Adams (ankle), cornerback Curtis Brown (ankle), linebacker Marshall McFadden (abdomen) and wide receiver Mike Wallace (hip) will not close out the year for the Steelers.

Jaguars at Titans

Offensive lineman Uche Nwaneri (concussion) is out for the otherwise healthy Jaguars. Running back Chris Johnson (ankle) and wide receiver Kendall Wright (rib) are questionable for the Titans. Local interest is doubtful.

Chiefs at Broncos

A full third of the Chiefs roster is on the injury report, but running back Jamaal Charles (illness) is probable. He?s been the one most worth watching anyway. The Broncos ruled cornerback Tracy Porter out with a concussion and kick returner Trindon Holliday is doubtful with a sprained ankle.

Packers at Vikings

Vikings defensive end Brian Robison (shoulder) and cornerback Antoine Winfield (knee/hand) are both questionable. Running back Adrian Peterson is probable with the abdominal injury he picked up last weekend. Wide receiver Randall Cobb (ankle) is questionable after spending most of the week watching practice. Wide receiver Jordy Nelson is probable to return from a hamstring injury.

Dolphins at Patriots

Wide receiver Davone Bess (back) will miss his third straight game for the Dolphins. Defensive tackle Randy Starks missed another week of practice for non-injury reasons, but played in Week 16. Another masterpiece for Bill Belichick as the Patriots coach turns in 20 questionable players for this weekend. Cornerback Marquice Cole (finger) is actually doubtful, which may mean that finger?s never getting any better.

Raiders at Chargers

The Raiders won?t have quarterback Carson Palmer (ribs/lung) and safety Tyvon Branch (neck/ankle) is questionable. Running back Ronnie Brown (hamstring) is questionable for the home team.

Rams at Seahawks

Cornerback Walter Thurmond (hamstring) is out and cornerback Marcus Trufant is probable to return from the same injury for the Seahawks. The Rams had all players participate fully in their final practice of the year on Friday.

Cardinals at 49ers

Cardinals wide receiver Early Doucet will miss another game with a concussion. Tackle Nate Potter (ankle) is questionable to be defending Brian Hoyer?s blindside. The 49ers are listing defensive lineman Justin Smith (triceps) as doubtful and tight end Vernon Davis (concussion) is questionable.

Cowboys at Redskins

Linebacker Ernie Sims is questionable because of a concussion, but the rest of the Cowboys other than defensive tackle Jay Ratliff (sports hernia surgery) are likely to play. Redskins tackle Tyler Polumbus practiced on Friday and is questionable to return from a concussion.

First Gulf War's 'Stormin' Norman' Schwarzkopf dies

Retired Gen. Norman Schwarzkopf, the blunt, bulldog-like commander of U.S.-led coalition forces in the first Persian Gulf War, died Thursday in Florida. He was 78.

Schwarzkopf died after a long illness at his home in Tampa, where he lived in retirement, a senior defense official told NBC News.

Schwarzkopf, a highly decorated Vietnam War veteran who rose quickly through the Army's ranks during the 1970s and '80s, drew up the initial plans for the successful U.S.-led ejection of Saddam Hussein's forces from Kuwait, which Iraq invaded in 1990.


He then became famous for his pointed and inventive language during the almost-daily televised briefings he gave reporters as commander of Operation Desert Storm in 1991, invariably clad in desert camouflage, which he is credited with introducing.

Schwarzkopf described the key maneuver that led to the end of the ground war, a redeployment of forces into Iraq behind Iraqi lines, with a boxing metaphor: He called it a "left hook." And he memorably dismissed one report he disagreed with as "bovine scatology."

Gen. Norman Schwarzkopf, describing the defeat of Iraqin February 1991, told reporters he could have gone all the way to Baghdad had he been given the order.

In his 1992 autobiography, "It Doesn't Take a Hero," Schwarzkopf related that he meant to send a message in those briefings.

"With those cameras grinding away, I knew I wasn't talking just to friendly audiences, but that Saddam and his bully boys were watching me on CNN in their headquarters," he wrote.

Schwarzkopf said he agreed with President George H.W. Bush's decision not to pursue Saddam all the way to Baghdad. At the February 1991 briefing during which he described the coalition's victorious operations, he made it clear that he could have done so, however, had he been given the order:

"If it had been our intention to take Iraq, if it had been our intention to destroy the country, if it had been our intention to overrun the country, we could have done it unopposed for all intents and purposes from this position at that time."

Schwarzkopf emerged from the war with the nickname "Stormin' Norman" and a career in television, much of it as a military analyst for NBC News.

The decision to go to war to oust Saddam was the defining moment of Bush's presidency. In a statement from Houston, where he is being treated at Methodist Hospital for complications related to bronchitis, Bush called Schwarzkopf "one of the great military leaders of his generation."

"More than that, he was a good and decent man," Bush said.

In a statement Thursday night, President Barack Obama called Schwarzkopf "an American original."?

"From his decorated service in Vietnam to the historic liberation of Kuwait and his leadership of United States Central Command, General Schwarzkopf stood tall for the country and Army he loved."

Colin Powell, who was Schwarzkopf's boss as chairman of the Joint Chiefs of Staff during Desert Storm, remembered him Thursday as "a great patriot and a great soldier."

"He was a good friend of mine, a close buddy," Powell said in a statement. " I will miss him."

Schwarzkopf, who had been based in Tampa for many years on the way to leading U.S. Central Command in 1988, was a prominent spokesman for campaigns to promote awareness of prostate cancer, with which he was diagnosed in 1993. He is survived by his wife, Brenda, and their three adult children.

TSA seizes record number of guns at airports in 2012

Travelers have attempted to carry more than 1,500 firearms through U.S. airports and?on?board airplanes in 2012, according to the Transportation Security Administration.?

As of Friday, TSA's gun?tally sat at 1,527?? 1,295 of which were loaded ? and this week?s count will likely bring the final tally just past 1,550 before the year ends.

Once a weapon is found, the TSA?s job ends, David Castelveter, the agency?s director of external communications, told Skift.??We are not an arresting authority. We don?t have detention authority. If somebody comes through with a weapon the immediate procedure is to call the local authority,? he said. ?There are some states where they just tell you to take it back to the car; in others you?ll end up at Rikers.?

Beyond the weekly tallies, which the TSA posts every Friday afternoon on its blog,?TSA does not follow arrests, indictments?or convictions stemming from firearms violations.??We just keep track of the confiscations, because the police don?t always keep us apprised of what happens,? Castelveter said.??We don?t pay attention to the arrest unless it turns into an indictment and we have an agent give testimony in a trial.?

The second half of 2012 has seen an increase over gun activity in the first six months: In July?On the National Security Beat, a project of Medill Journalism School, reported that 697 guns had been found, 170 of which were not only loaded but had rounds in their chambers.

Skift reported?earlier this month?that of the top 11 airports for firearms confiscation, five were in Texas, two were in Florida, and the most-confiscated title went to Atlanta?s?Hartsfield ? Jackson International.

Martha Raddatz, Hot Off Debate Performance, Promoted at ABC News

NEW YORK (TheWrap.com) - Martha Raddatz, widely praised for her moderation of the vice presidential debate in October, has been given an expanded role as ABC News' chief global affairs correspondent. Jonathan Karl, meanwhile, will become the network's new chief White House correspondent, filling the void left by Jake Tapper's exit to CNN.

Raddatz will replace Tapper as the primary substitute for George Stephanopoulos on "This Week" and will contribute regularly to the Sunday morning show's roundtable. Karl will also serve as a substitute and regularly appear on the roundtable.

Tapper departed ABC in part because he has long been interested in hosting "This Week" full-time, but Stephanopoulos has no plans to give up the hosting job, a person familiar with the situation told TheWrap.

ABC News President Ben Sherwood announced the new assignments for Raddatz and Karl on Thursday, soon after CNN announced Tapper's hiring.

Karl has investigated wasteful federal spending, covered elections, and served as the network's senior national security correspondent.

Raddatz has reported from the Pentagon, the State Department, the White House, and from conflict zones worldwide, including Afghanistan and Iraq.

But she has been perhaps most celebrated for keeping the vice presidential debate between Joe Biden and Paul Ryan on course after the moderator of the first presidential debate, Jim Lehrer, was accused of letting the candidates run amok.

House Pushes to Complete $633 Billion Defense Bill

The House is moving toward completion of a $633 billion defense bill for next year that penalizes Iran's energy and shipping sectors.

A vote is expected Thursday evening.

The legislation responds to the new threats and upheaval around the globe while still providing billions for the decade-plus war in Afghanistan.

It would provide an additional 1,000 Marines for embassy security after the Sept. 11 assault on the diplomatic mission in Benghazi, Libya, that killed the U.S. Ambassador Chris Stevens and three other Americans.

The bill would authorize $528 billion for the Defense Department's base budget, $17 billion for defense and nuclear programs in the Energy Department and $88.5 billion for the war in Afghanistan.

Contractors feeling better about health care sector | Finance ...

The construction industry hasn?t exactly been the picture of rosy-cheek health over the past five years, but the health care sector is making contractors a little more chipper.

Construction companies are taking advantages of shifting care models and priorities in the health care business, and the proof is in the steady stream of projects under way or in the works:

  • Fairview Health Services will break ground next spring on a 150,000-square-foot specialty care medical office building, hospital expansion and parking ramp at Fairview Ridges Hospital, 303 E. Nicollet Blvd. in Burnsville.
  • Washburn Center for Children will build a 50,000-square-foot children?s mental health center at 2430 Nicollet Ave. in Minneapolis.
  • The U.S. Department of Veterans Affairs is planning an up to 18,000-square-foot psychiatric building at the VA Medical Center campus at 4801 Veterans Drive in St. Cloud.
  • A four-story, 96,000-square-foot Mother Baby Center, at 902 E. 26th St. in Minneapolis, which will extend Abbott Northwestern Hospital?s birth services into the Children?s Hospital campus, is due for completion in February.

Contractors aren?t exactly calling it a boom, but say the uptick in health-care-related projects has been a positive part of their businesses in the past year or two.

?It?s definitely active, especially compared to other markets,? said Ken Sorensen, vice president and general manager for Golden Valley-based Mortenson Construction. ?We think health care is going to be a steady market for us in the foreseeable future.?

Camille Helou, director of the health care group with Minneapolis-based Kraus-Anderson Construction Co., says his company is ?cautiously optimistic? about the market. ?We had a good year in health care and were successful in procuring some projects in town and throughout the state.?

Part of the reason for the mini-surge is simply the loosening of purse strings that comes with a recovering economy. Phil Raines of the Associated Builders and Contractors? Minnesota and North Dakota chapter, recently told Finance & Commerce that some long-delayed projects, including many in health care, are finally moving forward.

A greater factor, though, is that health care delivery models are evolving, and contractors are adjusting. The days of mega-hospital projects are waning but clinics, behavioral health facilities and primary-care centers are often being green-lighted in their place.

?The [care] delivery mechanisms used by the major health organizations ? are changing,? said Bob Solfelt, director of real estate development with Mortenson. ?They?re going more to an ambulatory care model rather than a hospital-based main facility model. People aren?t being hospitalized as often.?

That?s part of a larger trend in which providers are receiving incentives to keep people out of the hospital and healthy, according to Solfelt. The aging population is also a factor, as is the U.S. Patient Protection and Affordable Care Act. While federal reform will insure more Americans, they will be seen in outpatient clinics instead of the emergency rooms they once frequented for lack of insurance.

As a result, health care construction makes up about a quarter of Kraus-Anderson?s business these days, according to Helou. Among other projects, the contractor is building behavioral health centers for Regions Hospital in St. Paul and the La Crosse, Wis.-based Gundersen Lutheran Health System, which has facilities in Minnesota.

?The focus in the future is going to be on primary care,? said Helou. ?The intent for care providers is to keep people from going to the emergency room.?

Marc Gullickson, a former health care executive who now works as president of health care for Minneapolis-based Ryan Cos. US Inc., said the lightning pace of development in health care means contractors should be on the lookout for impending projects.

?In health care, there?s always construction and always rumors of construction,? said Gullickson. ?The technology changes so fast and providers want to provide the best service possible in order to remain viable. The technological changes in the office sector or the industrial sector don?t compare.?

One challenge for contractors who want to stay on the short list for health care projects is to nurture good relationships with providers; the organization whose hospital you built 20 years ago might want you to build a clinic soon. Another is to keep pace with developments so health care clients know you?re alongside them when changes come, according to Ryan?s Gullickson.

?An outpatient clinic today doesn?t look like an outpatient clinic looked years ago,? said Gullickson. ?It?s incumbent upon us to stay up to date with that technology ? to understand the latest radiology equipment, the latest lab equipment. The projects will be there if we?re ready.?

California's bear hunting season ends with over 1,700 bears killed

California?s bear hunting season closes when hunters kill 1,700 bears or by the last Sunday in December, whichever comes first. This year, the 1,700 quota of bear kills came first.

The California Fish and Game Department closed the 2012 bear hunting season on Tuesday because the DFG verified that hunters killed 1,700 bears. In fact, the DFG estimates that outstanding tags likely put the kill at slightly more than 1,700 bears.

The DFG has mailed notices to all bear tag holders informing them the season has closed. And DFG wardens, biologists and customer service staff will alert hunters they see that it has closed.

All bear tags, including unsuccessful tags, must be returned to the DFG Wildlife Branch, P.O. Box 944209, Sacramento, CA 94299-0002, by Feb.1, 2013. Tags can also be reported on-line by logging into the Automated Data Licensing System. More details can be found here (http://dfg.ca.gov/licensing/harvestreporting/ ).

Hunters must present their bears to a DFG employee for tag validation immediately after taking the bear. Also, successful hunters must present the skull to a DFG employee within 10 days of killing the bear to collect biological samples. Teeth and hair samples are extracted from the bears to determine age and provide DNA that will give DFG biologists an indication about the overall health of the state's bear population.

Kwame Kilpatrick says he's $1.8 million in debt

Detroit ? Kwame Kilpatrick said he is $1.8 million in debt and has an overdrawn bank account, as questions continue about the former mayor's ability to pay restitution to the city stemming from the text-message scandal.

The debt was revealed in prison records and emails obtained by The Detroit News through the Freedom of Information Act.

Kilpatrick's parole agent asked questions about the ex-mayor's finances after he made a late November restitution payment earlier this month. It was the latest attempt to solve a mystery that has eluded federal investigators and Wayne County Prosecutor Kym Worthy, all of whom have tried to figure out how Kilpatrick can afford rent on a 5,000-square-foot house while making $500 monthly restitution payments to Detroit.

"The last few years, he has been a man of contradictions and this is another one," said former federal prosecutor and Wayne State University law professor Peter Henning. "He is living a lifestyle beyond the means of many in our area, but apparently not paying for it."

The state questioned his finances Dec. 11 after Kilpatrick violated terms of his parole by making the late $500 restitution payment.

Kilpatrick told his parole agent he was paid $2,500 last month for a speaking engagement but otherwise is unemployed.

"His parole officer feels, at this time, he's making enough on speaking engagements to cover his expenses," Michigan Department of Corrections spokesman Russ Marlan said.

Kilpatrick did not respond to an email message seeking comment Monday.

State records show Kilpatrick said he has no vehicle loans or leases and no mortgage. He said his wife leases the family's rental home in Grand Prairie, Texas.

Going beyond restitution

Kilpatrick's debts go beyond the approximately $1 million restitution the former mayor agreed to pay following the text-message scandal. He still owes $855,062.

Kilpatrick owes $650,000 in attorney fees and $240,000 in loans from Compuware co-founder Peter Karmanos Jr. and businessmen Roger Penske, Dan Gilbert and James Nicholson. Kilpatrick also owes $53,577 in credit card and student loan debt, according to reports filed with his parole agent.

Based on those records, Kilpatrick, 42, is not paying lawyers who worked on his various criminal and civil cases before being indicted on racketeering charges in December 2010. The lawyers are not identified in state parole records obtained by The News.

Kilpatrick has a taxpayer-funded legal team in his ongoing racketeering case in federal court.

He also does not appear to be repaying Karmanos and the other businessmen.

The only debts that have declined since September were the restitution and a student loan.

On Dec. 11, after Kilpatrick made a late November restitution payment, parole agent Charles Wright asked the former mayor to explain how he is paying his bills.

"Can you provide me with a written explanation of how your bills have been paid?" Wright wrote.

The agent also asked for a full accounting of Kilpatrick's monthly expenses and an accounting of sales and proceeds from the ex-mayor's autobiography.

"I have not received ANY proceeds from any book sales," Kilpatrick wrote to his parole agent.

A hearing on the proceeds of the autobiography has been postponed until March 12 in Wayne County Circuit Court.

On Dec. 12, one day after answering his parole agent's questions, Kilpatrick made another $500 restitution payment.

Parole complaints

Kilpatrick has never explained why he made the late November payment.

But he complained about punishment imposed by his parole agent, who barred Kilpatrick from flying back to Texas earlier this month to attend his son's 11th birthday party.

"I sincerely pray that in the future, if significant issues arise that create an inability to pay restitution on time, I will be allowed to come to you (before hand) and speak with you, as would every other parolee in the United States of America," Kilpatrick wrote in a Dec. 7 email to his parole agent. "In hopes that continuing hurt, distress, sorrow and even damage is not put upon my family."

On Nov. 30, Kilpatrick said his bank account was overdrawn by $231. In October, the account held $4.03.

The former mayor said he has no investment accounts in his name or any joint accounts with his wife, Carlita.

He has a retirement account, however.

When Kilpatrick turns 55, he will receive $1,400 each month plus full health benefits stemming from his stint in the state Legislature that preceded his election as mayor in late 2001.

Android banking Trojans were in Google Play

Mobile?banking Trojans for Android devices, disguised as real banking apps, have made their way into the official Google Play store, where at least one was up until earlier this week.

Once a user downloads and launches one of the malicious apps, which are all variants of the CitMo Trojan, the app prompts users to enter their phone numbers. Then users are asked to enter a 5-digit code they receive via text message.

Entering that code "authorizes" the app, which then hides text messages to and from financial institutions by creating two new files.

"The file 'hide.txt' will contain information about the numbers which must be hidden if an incoming SMS message is received from [them]," Kaspersky Lab expert Denis Maslennikov said in a blog posting.

"The file 'view.txt' will contain information about numbers which must be shown on the screen if an incoming SMS message is received from [them]. These actions are performed in order to hide all the activities related to the transfer of money stolen from a user's account."

Maslennikov added that one developer, listed as "Samsonov Sergey" (the names are likely reversed), ?was responsible for at least three banking Trojans that made it into Android's official app store, all with the exact same functionality.

To its credit, Maslennikov said, Google rid Google Play of the offending apps Thursday, the day after Kaspersky alerted it to the bugs.

These aren't the first malicious apps to make it into Google Play, but the official store is much safer to buy from than "off-road" app markets.

No matter where its owner shops for apps, every Android device should have anti-virus software installed.

Obama Boehner Fiscal Cliff Meeting: Grasping For Last-Minute Solution

WASHINGTON -- President Barack Obama and House Speaker John Boehner (R-Ohio) met for nearly an hour on Thursday evening in their latest attempt to break the impasse on impending tax hikes and spending cuts. True to form, neither said much of anything about what was discussed.

Shortly after the meeting ended, both camps put out identical, banal statements.

"The President and Speaker had a frank meeting in the Oval Office tonight," said the statements. "It lasted approximately 50 minutes. There will be no further readout of the meeting, but lines of communication remain open."

Boehner was back at the Capitol soon afterward, but said nothing new as he passed reporters eager for a readout. ?Nice to see all of you,? he said as he kept walking, CNN?s Deirdre Walsh tweeted. Boehner is heading back to Ohio for the weekend.

A handful of others attended the meeting. Timothy Geithner, the treasury secretary, and Rob Nabors, director of the White House Office of Legislative Affairs, joined Obama, a White House aide confirmed. Boehner?s chief of staff, Mike Sommers, and his policy director, Brett Loper, were also in attendance.

Thursday night?s meeting marks the second time in a week the president and House speaker have met in person, and comes after at least two phone calls in recent days.

The continued dialogue provides some rays of hope to a negotiating process that, in recent days, has shown very little progress. Boehner has refused to budge from his refusal to consider raising tax rates on top earners while arguing that heavy spending cuts are needed. The White House, in contrast, has accused House Republican leadership of being deliberately vague on cuts, while insisting that no deal will end up getting the president's signature without a raising of tax rates.

With the year-end deadline for all rates to expire and $1 trillion in spending cuts to kick in, the prospect of actually failing to find agreement is coming into focus. A top Senate Democratic aide told the Huffington Post on Thursday that Senate Majority Leader Harry Reid (D-Nev.) told his caucus that finalizing a deal by Christmas was now basically impossible.

Boehner, meanwhile, told lawmakers earlier Thursday not to make plans for Christmas, signaling that there may not realistically be a final deal until the very end of the month. White House Press Secretary Jay Carney wouldn?t say whether Obama is also bracing for dragged out negotiations

?I can't speculate about the time frame,? Carney said at his daily briefing. ?What the president is interested in is working with Congress to achieve a deal that avoids the fiscal cliff and, beyond that, addresses our long-term fiscal challenges in a balanced way. He wants to makes sure, first and foremost, that the middle class does not have their taxes go up on January 1st."

The mood over at Microsoft is either joyous or glum, depending on who you ask. Apparently the Windows Phone Store has received a 40 percent increase in app submissions ever since the launch of Windows Phone 8, which fits into the company's claims of increased downloads and climbing app numbers. Yet, this also means that the entire Phone Store staff will be on the job this holiday season certifying apps and making sure the formerly-named Marketplace is abuzz with new software for those hopping over to Microsoft's mobile bandwagon.

They still won't have testing on December 24th, 25th and New Year's day, so developers will need to get their app in before December 17th and 21st respectively to allow for the usual five-day approval process. It's quite a reversal from a prior statement from Microsoft that warned devs the Store would be taking the entire last week of 2012 off. Hey, look at the upside: now they'll have cash to pay for eggnog to soothe away those holiday working woes.

FORTUNE ? As the economy risks tipping over the fiscal cliff, we've heard all too loudly from Washington and corporate America that the dreaded mix of spending cuts and tax hikes could push the economy into another recession. Until recently, we haven't heard much from Main Street.

On Tuesday night at the Council of Foreign Relations in New York City, Wal-Mart CEO Mike Duke offered a snapshot. Increasingly, Americans are following debates in Congress over tax and spending policies, he said. And a portion say it could drag their holiday spending, which retailers like Wal-Mart bank on for a chunk of their annual revenue.

For months, Duke and dozens of other CEOs have been sounding the fiscal cliff alarms, saying failure to strike a deal to reduce the deficit before the end of the year could worsen the already fragile U.S. economy. Meanwhile, the rest of America either wasn't paying attention or didn't really care. Consumer confidence in November spiked to more than a four-year high.

Since the presidential election, though, there's been a marked shift, Duke says, referring to polls that Wal-Mart (WMT) -- the biggest retailer in the U.S. and the world ? conducts on its shoppers. Whereas only 25% of Wal-Mart's core U.S. shoppers said they knew what "fiscal cliff" meant before the election, that number rose to 75% after it. He added that 15% of those who knew about the cliff said it would affect their holiday spending.

The shift is interesting. In a way, it's indirectly Duke's own making, as well as the making of plenty of other CEOs who have trekked to Washington over the past few months telling Congress to get its act together. They've been lobbying for a resolve publicly and loudly. The spending cuts and tax hikes they fear technically won't take effect until January 1, and even then some have said it will take a while before consumers really feel the impact.

It's not to say corporate America is wrong to make all this noise, but it may be accelerating the effects of the fiscal cliff without really intending to.

Deloitte?s report on?mHealth in an mWorld?asks how mobile technology is transforming health care. ?Consumers are driving mHealth growth, Deloitte believes, with mobile apps ?enhancing overall consumer engagement? they say. In a future scenario, Deloitte sees health consumers using social health networks for information, motivation and support, self-directing care, and using sensors to monitor and communicate health metrics. Clinicians will have clinical dashboards informed by Big Data analytics, and practice population health management. The health care industry will work cross enterprise, enabling content analytics and deploy productivity tools.

Speaking of apps,?Modern Healthcare?s first survey on the most helpful apps?was posted on December 8, 2012,?conducted among the magazine?s readers and informed by the Association of Medical Directors of Information Systems (AMDIS) and the College of Healthcare Information Management Executives (CHIME) which represents hospital CIOs.

The chart lists the top ten most important apps in 2012, with Epocrates favorite among the 15,000-some available apps available to mobile health users. This drug reference tool helped drive that category to the top rank of five analyzed by Modern Healthcare: clinical decision support reference ranked a close second, followed by communication, EHR access, and medical education a distant fifth.

The clinical decision support tools UpToDate and Medscape made #2 and #3 on the list, along with WebMD (in a 3-way tie for #8), Micromedex (#9), and VisualDx (#10, tied 3 ways). Notably, iTriage, the support tool for patients, tied for #8 ? the only patient-facing tool of the top 10. iTriage was recently acquired by Aetna for its growing suite of IT tools.

The annual behemoth?Consumer Electronics Show?will be held in Las Vegas in January 2013, and there will be 25% growth in the health and fitness technology companies showing there. The Consumer Electronics Association survey on health and fitness, which will be published next week, found that 1 in 3 U.S. consumers plans to buy at least one fitness technology in 2013. In 2012, over one-half of U.S. online consumers used a fitness technology ? representing 55% growth since 2010, with pedometers the dominant segment. Fitness video games are also fast-growing. Syncing of fitness devices is most commonly done via smartphones (by 31% of consumers using the devices), and usually through wireless or Bluetooth connections.

On the evidence-building front for mHealth were two studies that add to the evidence base. Smartphones used as an adjunct to receiving health coaching for weight loss between clinic visits yielded positive results, published by a team of Northwestern University researchers?in the December 10 2012 issue of the?Archives of Internal Medicine.

Another positive data point for mHealth was found with?text4Baby, the free mobile phone service that promotes maternal and child health through text messaging.?This first randomized trial of text4Baby?conducted by George Washington University found that pregnant women who received text messages on health topics were nearly three times more likely to believe they were well-prepared to be new mothers versus the control group. The study?s goal was to test whether text messaging could help women understand the importance of not smoking, eating a healthy diet, among other choices that bolster healthy before and after the baby is born.

Health Populi?s Hot Points:?Taken together, these studies point to a market that?s beyond nascency ? we?re in the second phase on the mHealth adoption curve beyond the pioneering Quantified Self community, with health providers and clinicians and consumers alike using various flavors of mobile health tools. No one, though, should believe that an mHealth app is the panacea for a broken health system. Mobile is but a platform to transform health care, which it can and will do. But the point isn?t ?there?s an app for that.? Many apps are downloaded; few are sustainably used. Epocrates started up in 1998 by two Stanford students, and by 2000 had 100,000 mobile downloads. So the #1 most valued mobile tool is 14 years in the making. Epocrates is a long-trusted brand among clinicians, a kind of killer app in its field.

Consumers might be driving mHealth for fitness, but for ?sickness? and medical use it?s going to take a village ? that is, the health ecosystem ? to see mobile transform health care delivery. EHRs must be able to accept data generated through apps and tools gathered through patients? observations of daily living ? something my own Fitbit and Withings scale can?t do with my own health system?s EHR?.yet.

Still, we?re beyond the most-hyped phase of the Hype Cycle in mHealth. We?re gathering evidence to prove what works, and in the accountable and value-based care era, incentives are aligning for adopting mobile apps and tools.

A few months later, and Bose, Philips and JBL have all scrambled to get products out, and now Soundfreaq is leaping toward the bandwagon. It's announcing revamped versions of its Sound Rise, Sound Step, Sound Step Recharge, which'll play nicely with the new connection, and the Bluetooth-only Sound Platform 2.The new range will get a first airing at CES before hitting stores next year, the $150 Sound Platform 2 arriving exclusively at Target on February 17th, with the others expected to arrive by Spring.
